Issue 8: Proposed Income Tax Levy

North Ridgeville currently has a 1.0% income tax, the lowest in the region. Income tax is paid by anyone who earns taxable income in North Ridgeville—this includes residents who work in the city and people who commute here for work. Income tax is the single largest revenue source for the city.

Income tax is allocated to the following Funds:

  • 85% – General Fund: covers operating expenses for general municipal functions
  • 15% – Capital Improvement Fund: used to make permanent improvements to our streets and public facilities, acquire land, purchase equipment and pay debt service on bonds and notes issued for those purposes

As the city has grown, the need to provide additional resources to support essential city services, such as police, fire/EMS and public works has also grown. To serve these needs, the city is proposing to increase the income tax rate from 1.0% to 1.75%.

Among Northeast Ohio municipalities, only a handful have income tax rates as low as or lower than what we are proposing (1.75%). Most full-service cities in our region collect 2.00% or more.
